Application for Halal Certificate/Halal Permit


Under the Halal Certificate and Label Order Amendment 2017, it is now required for all businesses in Brunei producing, supplying and serving food and beverages to obtain Halal certification, either a Halal Permit (Label) or a Halal Certificate. Failure to comply will result in a fine of less than BND8,000 and/or face two years in jail.

This service is provided by the Halal Food Control Division under the Ministry of Religious Affairs. This service is for businesses who manufacture or produce food products or any item that is orally consumed (including medicine and supplements) for supply and distribution.

This is an offline/counter service.

General Prerequisite / Criteria

  • A registered company which has been in operation.

How to use the Service

  • Click on the “Start” button above and download the relevant application form.
  • Print, fill in the form and submit to:

Mondays – Thursdays (8:30am - 11:00am and 2:00pm -3:00pm),
Saturdays (8:30am – 10:00am)

  • You will need to have and provide:
  1. Copy of Identity Card / Passport of Owners & Halal Food Supervisor
  2. Owner’s & Halal Food Supervisor’s passport size photo (2 pieces each)
  3. Halal Food Supervisors Health Certificate / Hospital acknowledgement letter 
  4. Copy of Company Miscellaneous License/Company Business License (if any and valid)
  5. Copy of Business Registration Certificate (16/17) or Form X
  6. Premises’ Floor Plan (Sketch)
  7. Map location of the place of business (Sketch)
  8. List of products manufactured with their ingredients
  9. Foods / Drinks product process flowchart and procedures
  10. Relevant documents such as Hazard And Critical Control Point (HACCP) / Good Manufacturing Practices (GMP) / Good Hygiene Practices (GHP) / International Standard Organisation (ISO), etc.
  • As part of the application process, representatives from the Halal Food Control Division will conduct:
    1. Written and oral tests for your appointed Halal Food Supervisors to undergo. Once passed, your Halal Food Supervisors will be certified and acknowledged by the Majlis Ugama Islam Brunei (MUIB).
    2. Field Audit examination to your business premise. A second field examination may also be conducted if the outcome of the first field examination is not satisfactory.
  • The status of the application will be informed by phone.
  • Approved application will require payment to be made at BND50 per product before the Halal Permit(s) can be collected.
